I believe that if you want atmospheric combat then you need to use LOS and not make the player an omniscient overlord.

make the last enemies surrender, assuming there's a way to handle it that doesn't end in summary execution.

  • fix the AI so that enemies move around, and don't simply sit in an outhouse waiting for the players to open the door.
  • increase the hearing of the characters dramatically, allowing them to pick out the sound of sobbing or panicked breathing in the deathly silence following a battle.
  • create tactical locations which the enemies try to hold, or flee when they are controlled by the player.
  • have a morale meter, so when all his buddies are gone he either makes a break for it decides to go out in a blaze of glory.
  • make the last enemy in the area show up on the map, or at least his general location.
  • There are numerous ways around this though. You can either painstakingly sidestep round corners and use bounding overwatch through the whole map, or run around till an enemy shoots you dead then reload. The main downside to using LOS is tracking down those last 1 or 2 enemies at the end of combat. You now didn't have to worry about keeping your soldiers alive, just how to set up a good ambush for the enemies to fall into. The feeling of vulnerability present in JA2 was removed completely. You were put in zero danger unless you chose to be. As one reviewer pointed out, this turned it into more of a stealth game, picking off enemies who were blissfully unaware of your presence as they bumbled around in the dark.

    The developers actually included LOS but, in a move which was criticised by pretty much everybody, then removed it to make the game easier. Even worse was Jagged Alliance: Back in Action, the remake of Jagged Alliance 2. This is in contrast to games like Fallout, where you could see every enemy on the map, and were never surprised or ambushed, apart from in a few scripted events. Unless a squad member had line of sight to the enemy, you had no idea where they were, and this increased the tension massively. I was thinking about what I liked so much about XCOM's combat, and the one thing that stuck out for me was the atmosphere created by not knowing where the enemies were unless one of your soldiers could see them.
